The WhatsApp Business API has no monthly price. Meta bills per message, by category and by the recipient's country code, and only when a template message is delivered. Two Malaysian provider pages updated in October 2026 list RM 0.3467 for a marketing message and RM 0.0564 for a utility one. On top of Meta's bill sits your software provider's fee.

In practice the WhatsApp Business API costs a Malaysian business nothing in software if you connect to Meta directly, or from about RM 90 a month for the cheapest platform, plus roughly RM 0.06 to RM 0.35 for each message it sends.

What does Meta charge for a WhatsApp Business API message in Malaysia?

Meta charges per delivered message, priced by category. Two Malaysian provider pages updated in October 2026, BixTech and ForwardChat, both list RM 0.3467 for a marketing message and RM 0.0564 for a utility or authentication one, each attributing the figures to Meta's MYR rate card. Meta's own pricing page prints no ringgit figures at all.

Since 1 July 2025 "Meta charges on a per-message basis", replacing the older conversation-based model. The price depends on two things only: "the template's category and the recipient WhatsApp phone number's country calling code".

Message categoryWhat triggers itCost per delivered message (RM)
MarketingPromotions, broadcasts, re-engagement0.3467
UtilityOrder updates, reminders, alerts0.0564
AuthenticationLogin and OTP codes0.0564
ServiceYour reply to a customer who messaged firstFirst 1,000 a month free (providers' figure, not stated on the Meta pricing pages we read), then about 0.0564

Rates as published by BixTech on 10 October 2026 and ForwardChat on 11 October 2026, both attributing them to Meta's MYR rate card. Meta publishes no ringgit figures, and the service row is the providers' figure alone.

Both provider pages also give a higher authentication rate of RM 0.1685 for an international authentication message, and Meta's own page sets the condition: the rate applies when "your business is based in another country". A marketing message costs roughly six times a utility message, which is the first thing to fix in a WhatsApp budget.

You can check the rate yourself. Meta added MYR as a billing currency in its 1 April 2026 updates and publishes a downloadable rate card per currency, MYR included, on its pricing page. Mind the date gap: both provider pages cite an April card, while Meta says its current cards are "effective July 1, 2026".

What changed for WhatsApp Business API pricing on 1 October 2026?

Replying to your own customers stopped being free in principle. Meta's pricing update page states that "Effective October 1, 2026, Meta will charge for service messages, which have not been charged since November 2024". A service message is the ordinary reply you send to someone who messaged you first.

What that costs you depends on an allowance Meta does not publish. BixTech's rate card reads "First 1,000 a month free per phone number, then RM 0.0564", and ForwardChat says "every WhatsApp number gets 1,000 free service messages per calendar month", dating Meta's email to admins to "5 September 2026". We found no statement of a 1,000-message monthly service allowance on the three Meta pricing pages we read on 18 October 2026.

So budget for the replies above 1,000, and check the first invoice: if every reply is billed, the allowance is not real for your account. BixTech puts the usual case plainly: "A support-only number is barely affected by the October 2026 change." Meta closed the other free route in the same update, for utility messages answered inside an open 24-hour window.

Which WhatsApp Business API messages are still free?

One window is free on Meta's own published account. Meta's pricing page says "All messages are free for 72 hours, including template messages, if sent within an open free entry point window". BixTech names what opens that window: a "Click-to-WhatsApp ad or a Facebook Page button", which is worth knowing if you already run Meta Ads Manager in Malaysia.

The other free allowance, the 1,000 service replies, sits on weaker ground. Both Malaysian provider pages carry the figure, and so does Google Gemini, which told us on 18 October 2026 that there are "up to 1,000 free service responses per month per phone number". Meta's published pages, so far, say none of it.

What does the software on top of the WhatsApp Business API cost?

The provider's fee is fixed, monthly, and often the larger half of a small sender's bill. Meta sells message delivery, not an inbox, so a business wanting a shared inbox or automated replies pays a software provider, which the industry calls a Business Solution Provider or BSP. These entry tiers come from ForwardChat's comparison table, which also lists ForwardChat's own competing platform.

A platform fee is charged whether you send one message or ten thousand. Providers add their margin in one of three shapes, and a quote rarely says which: a flat monthly plan, a markup on Meta's rate, or a per-message fee of their own. ForwardChat's table marks "WATI is the most well-known for this (~20%)" on markup and notes that "SleekFlow adds a USD 15 per month connection fee for every WhatsApp channel plus its own messaging rate card", while BixTech puts Twilio at "US$0.005 (about RM 0.02) per message, inbound and outbound".

Ask about the one-off cost too. ForwardChat says "many platforms charge RM 500 to 2,000 for onboarding", while Meta's own step is free: BixTech describes "Meta Business verification. Free, but it takes one to three weeks and needs your SSM documents."

There is a cheaper route if you have someone technical:

"If you have a developer, Twilio or the direct Cloud API are among the cheapest ways to broadcast."

JY Wong, Founder, BixTech, WhatsApp Business API pricing Malaysia

Read that in light of how BixTech earns: the same page calls the direct Cloud API "the route we default to for the assistants we build", and the build "is the only one of the three we charge for". It puts that route's platform cost at "nothing if you connect to Meta's Cloud API directly", leaving Meta's per-message fees and a one-off build.

Do you need the WhatsApp Business API, or will the WhatsApp Business app do?

Most small Malaysian businesses do not need the API. There are two WhatsApp products, and the app is the one aimed at a small business:

"The WhatsApp Business app is built with the small business owner in mind"

WhatsApp, Business App

Meta describes the WhatsApp Business Platform, the API product, as one that "enables businesses to communicate with customers at scale".

The honest test is whether you are sending or receiving. If customers message you and one or two people reply by hand, the app does that, and the API adds cost without adding customers. If you need to broadcast to a list, send order updates automatically, or put several staff in one inbox, that is what the API is for. The same question sits under WhatsApp, Instagram or a real website.

Every WhatsApp message you pay to send is a message you are paying for because the customer did not find you first. What does a month of the WhatsApp Business API actually cost in Malaysia?

A Malaysian retailer sending 2,000 marketing messages a month pays about RM 693 in Meta fees, on our arithmetic, assuming every message is delivered. Add SleekFlow's RM 469 Pro AI plan and the month is roughly RM 1,162, before SleekFlow's own connection fee and rate card, and before any service replies above the first 1,000.

Whether Meta's fees or the platform fee is the bigger half depends on monthly volume. RM 469 of platform fee is worth about 1,350 marketing messages: below that the plan is the bigger line, above it Meta is. On the RM 99 tier the crossover is under 300 messages, and the floor is lower again, because a direct Cloud API connection adds nothing to Meta's rate.

Two things move the Meta half. Category is the first: sending those 2,000 as utility messages, genuine order updates rather than promotions, changes the Meta line from about RM 693 to about RM 113. Volume is the second, and only on part of the bill: Meta says "You can unlock lower utility and authentication rates based on the number of messages you send in a month", and marketing is not on that list.

Is there SST on WhatsApp Business API messages in Malaysia?

We could not settle this from Meta's pricing documentation. We found nothing about Malaysian service tax on the Meta pricing pages we read on 18 October 2026, so this page states no rate for it. Malaysian service tax does reach other Meta billing, which we cover with sources in what Google Ads costs in Malaysia and Meta Ads Manager in Malaysia. Ask your provider in writing whether its quoted figures include tax, and ask your own adviser how to treat it.

Which sources do the AI assistants cite for WhatsApp pricing in Malaysia?

On 18 October 2026, Malaysia time, Google Gemini answered this question citing four WhatsApp vendor pages and one Meta documentation page. We asked it through our own topic probe, set to Malaysia: one engine on one day, not a survey. The four vendor domains were qiscus.com, bixtech.co, agmostudio.com and forwardchat.my.

Malaysia's WhatsApp pricing field has a shape worth noticing: the people publishing the prices are the people selling the setup, and the assistants repeat them, including the 1,000-message allowance Meta's own pages do not state. So ask which rate card your quote came from, what the platform fee is on its own, what shape the provider's margin takes, and whether tax sits on top.

Frequently asked questions

Can I get a lower WhatsApp rate by sending more messages?

On two of the four categories, yes. Meta says you "can unlock lower utility and authentication rates based on the number of messages you send in a month". Marketing is not on that list, so the most expensive category stays at the same rate however much you grow, and a business whose volume is mostly promotional should not expect a volume discount to arrive. Are Meta's AI agent replies on WhatsApp charged differently?

Yes. Meta's pricing update page says that "Effective August 1, 2026, Meta will charge on a per-token basis for Meta Business Agent messages", which is a different basis from the per-message rates used for marketing, utility, authentication and service messages. If a provider quotes you for an AI assistant on WhatsApp, ask which of the two it is billing you for. When does the higher international authentication rate apply?

It depends on where your business sits, not where your customer sits. Meta's authentication-international rates page says a delivered message is billed at that rate if, among other conditions, "your business is based in another country". A Malaysian business messaging Malaysian numbers is not in that case. BixTech and ForwardChat both list Malaysia's international authentication rate at RM 0.1685 against RM 0.0564 for the ordinary one.
