To run ads in Meta Ads Manager (many people still call it Facebook Ads Manager) in Malaysia, you need a Facebook Page, a Meta business portfolio and an ad account set to Malaysian ringgit (MYR) and Malaysian time. Decide these on day one, because changing currency or time zone means a new ad account, and FPX is only offered at setup. Meta adds service tax at the applicable local rate, 8% for foreign digital services.

What do you need before you open Meta Ads Manager?
Before its first Meta ad, a Malaysian business needs a Facebook Page, a Meta business portfolio that holds the Page, and an ad account inside that portfolio. Ads Manager is at facebook.com/adsmanager, or under All tools in Meta Business Suite, which Meta calls a free platform (Meta; Meta).
- Create your Page and business portfolio, with two-factor authentication on for every admin; Meta can restrict accounts that miss either requirement (Meta).
- Create the ad account: Settings > Accounts > Ad accounts > + Add > Create a new ad account (name, time zone, currency). New business portfolios can only create one ad account, rising to 3 once a campaign delivers and a payment is made (Meta).
- If you want FPX or GrabPay, choose it as your first payment method now, with Malaysia and MYR. You can't add it later (Meta).
- Verify the business only if Meta asks; verification is required for certain advertising, billing and spending features (Meta).
Which currency, time zone and payment method should a Malaysian business choose?
Set MYR and Malaysian time (GMT+8) first. If you want billing to run automatically, use a card with recurring payments enabled, if your bank supports it. If you want spend capped at money you have loaded, pick FPX or GrabPay as your first payment method: you can't add them later, and Meta says you "may be locked into" that first choice (Meta; Meta).
Prepaid funds may be forfeited if an account disabled for a policy violation stays ineligible for reinstatement for 6 months (Meta).

Does Meta charge SST on Facebook ads in Malaysia?
Yes. Since January 2020, Meta has added Malaysian service tax at "the applicable local tax rate" (Meta) to ads for advertisers whose "Sold to" country is Malaysia. For digital services from foreign providers, that rate has been 8% since 1 March 2024, up from 6% (Royal Malaysian Customs, MySToDS; CCS & CO). At 8%, RM 1,000 of ad spend becomes RM 1,080.

Add the number in Payment settings; recovery depends on the authorities' conditions, and Meta "isn't able to give tax advice". Because tax is added on top, a card charge can be slightly higher than your billing threshold (the amount you can spend before Meta charges your card) (Meta; Meta). On FPX or GrabPay, Meta accounts for service tax when you top up, leaving less than you paid for ads (Meta).
How much do Meta ads cost in Malaysia?
Meta ads in Malaysia cost the budget you set plus service tax (8% on digital services from foreign providers): a RM 50 daily budget spends at most RM 350 a week, or RM 378 with tax (Meta; CCS & CO). Minimum budgets depend on your currency, bid strategy (how Meta bids for you) and other factors, and Ads Manager alerts you if your budget is too low (Meta).
If you use a cost per result goal (the average cost you are aiming for per lead or sale), Meta suggests a daily budget of at least 5 times that goal (Meta). A RM 20 goal means RM 100 a day, at most RM 700 a week, or about 35 leads. Meta says the goal works best with at least 50-100 weekly conversions (Meta), which at RM 20 needs about RM 1,000 a week. In our view, on budgets like this the 5x rule and the 50-conversion floor pull against each other, so stay on Highest volume until you can fund about 50 results a week. Without past results, Meta advises two weeks on Highest volume, then a cost per result goal 10 to 20% above its average cost per result (Meta).

How do you set up your first Meta campaign in Malaysia?
Ads Manager runs ads on Facebook, Messenger, Instagram and Meta Audience Network. For a business that closes sales in chat, a Leads campaign that opens WhatsApp is a sensible first test in our view, and Meta offers Leads as a click-to-WhatsApp objective (Meta; Meta).
- Choose the objective: Awareness, Traffic, Engagement, Leads, Sales or App promotion. For Sales, Leads and App promotion, Meta recommends Advantage+ campaigns, which it says "applies AI across many steps" (Meta).
- Let Meta find the audience. Advantage+ audience (Meta's AI choosing who sees the ad) "could get 9.7% lower cost per result" for Traffic, Engagement and Leads campaigns (Meta).
- Leave placements on Advantage+ (Meta choosing where ads appear). Meta's experiment found an 11.7% lower cost per action on average than manual placements (Meta).

Why do Meta ads get rejected or accounts restricted in Malaysia?
Meta reviews ads against its Advertising Standards and can restrict accounts for policy breaches, suspected hacking, missing two-factor authentication, or high rates of failed or disputed payments. A card that keeps declining can restrict an account that never broke an ad rule (Meta).
Watch the personal attributes rule: ads "must not contain content that asserts or implies personal attributes", including physical or mental health and vulnerable financial status (Meta Transparency Center).
